Please read the following induction manual before electronically signing as confirmation that you have read and understand the contents.

Emergency Evacuation Procedure

​

In the event of fire, or hazardous material emergency, occupants should evacuate the area and gather at the assembly area.

​

In the event of the fire, staff will:

  • Investigate the fire situation.

  • If there is any doubt regarding whether there is a fire situation, the Queensland Fire & Emergency Service will be called.

  • Ensure the safe evacuation of all occupants from the area.      

  • Account for all occupants at the assembly area.

  • Ensure occupants do not attempt to re-enter the area until it is safe to do so.

  • Meet the Queensland Fire & Emergency Service and advise them of any information relevant to the emergency.

​

In the event of a fire being located, or hazardous material emergency staff, will:

  • Ensure the evacuation of the area. Alert all occupants without further compromising life and assist those which are persons with special needs.

  • Attempt to extinguish the fire if safe to do so. If the fire is small enough, use a nearby fire extinguisher to control and extinguish the fire.

​

Do not fight the fire if the following conditions exist:

  • You have not been trained or instructed in using a fire extinguisher

  • You don’t know what’s burning

  • The fire is spreading rapidly

  • You don’t have the proper equipment

  • You find your back to an exit

  • The fire might block your means of escape

  • You might inhale toxic smoke

  • Your instincts tell you not to do so

​

If the first attempts to put out the fire do not succeed, evacuate the area immediately. Meet the Queensland Fire & Emergency Service on arrival & inform them of the situation.

 

If the fire has been extinguished the Queensland Fire & Emergency Service will still attend.

For staff, contractors and tenants:

On day one of induction staff, contractors and tenants will be given:

  • General Evacuation Instructions and First Response Evacuation Instruction by the appointed person. This instruction is to be recorded in the training records.

GENERAL POLICY STATEMENT

Gympie Muster Management, its workers are all important members of our community and it is imperative all return home safely from the event every day. To ensure this, Work Health & Safety must be, and is, a valued component of our working lives.

​

Incident & Emergency Definitions

​

INCIDENT

  • An incident is a local event, accidental or deliberate, which may result in injury or damage to property, and may be managed using standard procedures and work instructions.

  • An Incident does not have to hurt someone but may have the potential to cause harm.

  • All Incidents, or near misses, must be immediately reported to the EOC (Emergency Operation Centre) and recorded in the Security Event Log.

​

EMERGENCY

  • An Emergency is an event that arises that adversely affects persons or the community generally, and which requires an immediate response.

 

TYPES OF EMERGENCIES

A risk assessment has been conducted for all perceived threats for the event. A summary of those identified risk are:

  • Transport Accident

  • Vehicle Accident 

  • Missing Person

  • Overcrowding

  • Crowds on Active Road

  • Electrical Failure

  • Medical Emergency

  • Armed or Dangerous Assailant

  • Bomb Threat

  • Civil Disturbance

  • Person Entrapment

  • Equipment Failure

  • Explosion

  • External Emergency

  • Fire

  • Natural Disaster – flood, storm, bush fire

  • Hazardous Material Incident

  • Chemical, Biological or Radiological Spill

 

IF you identify any of these incidents notify your volunteer coordinator immediately.

EVENT SUMMARY

  • The Gympie Music Muster will be held from August 24-27, 2023

  • The Security Bump in will commence on Friday 18th August, 06.00 PM

  • The Security Bump out will conclude on Monday 28th August, 12.00 PM

 

LIQUOR LICENSE

Alcohol will be served at the event. Liquor License approval has been sought with the Liquor Licensing Division. Patrons of the event will be informed of the responsible service of alcohol, including information that they may not be served by:

  • Event Marketing

  • Signage

  • Security

  • Police

A debrief will be held after the event (Gympie Muster Management, licensee, Security Provider, QPS) to review, if necessary, the alcohol management plan for future events. Given the interest by on-site liquor inspectors we will continue to be making patrons aware of restrictions regarding bringing alcohol on-site.

The Emergency Services complex will be located at the top of the hill. In relation to the emergency services area, the Briefing Building which is the administration building behind the main stage.

Emergency Medics will be on call overnight with full facilities on site. Service will commence on the Monday 22nd August and pull down on the Monday after.

FIRE SERVICES  

Kandanga Rural Fire Brigade has been contracted for this event and kept in situ, they will be arriving on site the Saturday prior the event.

ROADWAYS AND TRAFFIC GUIDANCE SCHEME

There are a number of entry points to the Gympie Music Muster. The main entrance is accessible via Amamoor Creek Road. Day Parking will be available upon entry to the Muster site, and shuttle bus services run throughout. Traffic Guidance Scheme will take effect at 19th August until 12:00pm Monday 28th August.

  • Amamoor Creek Rd at Amamoor State Forest Park (Main Gate Entry/Exit)

  • Poulsens Rd to Muster Site

  • Poulsens Rd Gate to Intersection of Amamoor Rd

  • Cnr Heathcote Rd and Schachts Creek Rd

Road closure from Saturday 19/08/22 restricting anyone without ticket, exception for emergency services, deliveries and local residents.

​

EVACUATION

Due to the nature and geography of the event (large area, open fields), it should be noted that the extent of an evacuation may vary from one area to the next. On some occasions, it may be necessary to conduct an evacuation of an immediate area prior to advising the EOC. This would be done by any person who recognises a threat and raise the alarm and the area ‘self-evacuates’.

​

Once the alarm has been raised to the EOC, evacuation falls into 2 categories:

  • Full Evacuation: Resulting in all patrons and workers moving to assembly areas.

  • Partial Evacuation: Resulting in designated patrons and workers moving to assembly areas, or being directed into another part of the festival.

​

The type of evacuation will depend on the nature of the emergency and will generally be determined by the Chief Warden and the Police Commander.

​

Should the Event resources be overwhelmed as a result of the emergency, the controlling Emergency Services will initiate a declaration under Part 2 of the Public Safety Preservation Act to assist with the emergency and the event recovery.

​

If the Chief Warden is unavailable, responsibility will be delegated in the following sequence:

  1. Deputy Warden

  2. Police

​

All evacuation will be done on foot, and all roads and exits leading to the affected area kept clear by security and SES personnel to facilitate arrival of emergency services appliances.

​

PEOPLE WITH DISABILITIES (PWD’S)

PWD’s are defined as persons having physical, visual or auditory impairments, either temporary or permanent. Evacuation procedures need to be designed to cater for people with disabilities or impairments, wherever they are within the venue.

​

Many disabled persons will not need special assistance, or may not want attention drawn to their impairment and in fact will insist on evacuating via the same route they used for access. The Chief Warden and or Deputy Warden should make sure that the need for assistance is discussed with each person with impairments, privately and with sensitivity where possible.

​

Where assistance is needed, it is usually by nominating "escorts" to assist people with impairments during an evacuation. These escorts would normally be the carers.

​

MOBILITY IMPAIRMENTS

People with mobility impairments may have difficulty in moving quickly, due to breathing difficulties, loss of balance, and difficulty in walking or lack of access for wheelchairs. Some mobility impairments may not be obvious (e.g., heart disease or multiple sclerosis) and such persons may not want to advertise their conditions. Their evacuation may need to be conducted discreetly and with sensitively.

​

Escape routes should be kept clear of obstructions. All wardens should have an understanding of the methods of assisting mobility-impaired persons during an emergency. Escorts should be trained in how to communicate with people, with different types of impairments on escorting and lifting methods.

​

HEARING IMPAIRMENTS

People who are partly or completely deaf may have difficulty understanding emergency alarm signals and announcements.

​

When speaking with a person who can't hear well, you should first get their attention. Look at them while you are talking, and do not cover your mouth or eat while you are speaking. Talk naturally using simple language. Use gestures to supplement your speech and stand where you can be well seen, away from shadows or glare. Be patient and ensure what you have said has been understood. Note that many deaf people cannot lip read, use interpreters if available.

​

VISUAL IMPAIRMENTS

People who are partly or completely blind may have difficulty in finding exit routes, and fear separation from a guide dog or escort. Escape routes should be kept clear of obstructions. Guide dogs should have little difficulty in moving in crowds, but visually impaired people may have trouble moving as fast as others who are evacuating.

​

Generally, an escort should be assigned to assist their evacuation. The escort should first ask if they want assistance. If so, they should stand slightly in front and to the side of the blind person. The blind person should hold onto the escort's arm, just above the elbow. A walking pace slightly slower than usual is generally preferred but should be adjusted to suit the individual. When approaching a narrow or low space or a stairway, or a door, step or corner, the escort should warn them in clear understandable terms.

​

INTELLECTUAL & PSYCHIATRIC IMPAIRMENTS

These patrons may have difficulty in understanding written or verbal instructions and become confused, anxious and unresponsive possibly due to medication. Emergency procedures should be explained carefully and clearly, asking for feedback to ensure they understand. It may be necessary to escort them safely out. If they refuse to leave notify QPS or QFES.

​

FIRST AID FACILITIES

Two (2) First Aid posts are available on site to provide patrons with roving and static first aid services during the event. The posts are manned for the duration of the event by qualified medical personnel and will be stocked to manage all foreseeable medical incidents for this type of event.

​

A medical officer will be present in the EOC to coordinate responses to medical incidents.

All emergency situations are to be directed to security who will then inform emergency services on the emergency channel.

​

Assembly Areas

The Chief Warden, Deputy Warden and Area Wardens are to ensure that all workers make their way to the nominated assembly areas.

  • Location of the emergency

  • Type of emergency

  • Wind direction

 

Team Responsibilities

The responsibilities of the Emergency Control Organisation include:

  • Overall responsibility and authority for the coordination, oversight and management of an emergency situation.

  • Provision of timely advice and notification to the Event Manager of emergency situations.

  • Interpreting the directions of the Event Manager or other senior management officials in relation to the management of emergencies.

  • Ensuring full management support for emergency response activities put into place by the team.

  • Co-opting any individual or agency onto the team in the event of a situation where their expertise and experience may assist in determining the most effective method of management.

  • The appointment of a sole member to act for the team during the time from the commencement of the emergency until the team assumes control usually the Chief Warden.

  • In the absence of the Event Manager, the Communications Manager will assume full responsibility for all media releases, interviews, presentations etc.

  • Ensure that the best interests of the venue are always considered in all decision-making, such consideration being subordinate to the preservation of life, the minimisation of injury and the loss/damage to corporate assets.

  • Determine and coordinate emergency response, liaise with external agencies.

  • Ensure that investigation, corrective and preventive actions are implemented at the conclusion of the emergency.

  • Delegate to staff when seeking information to help best determine response procedures e.g. Assessments, contingency plans, analytical reports and surveys.

​

 

Incident Reports: Incident reporting procedures are distributed widely to provide early notice of a possible crisis developing. All reports of incidents must be passed to the Chief Warden or Deputy Chief Warden.

​

All staff and management involved with the Emergency Management Plan will be trained in the use of these forms.

​

Any reports made in relation to an emergency situation or pending an occurrence should:

  • Be transmitted to appropriate personnel utilising the Emergency Management Plan Communication Lines.

  • Detail the nature of the emergency accurately.

  • Provide a clear and easy to follow narrative of events leading up to the incident.

  • Provide a clear and easy to follow summary of the current status and actions taken.

  • Be as brief as possible without omitting any details.

  • Include details of personnel reporting the incident, with contact numbers.

  • Be disseminated by use of a distribution list in order to restrict access to the contents of the report to only those that need to know.

​

NOTE 1: An Incident Report may initially be radioed /telephoned through to allow for a quicker response, but should always be followed up by a written report.

​

NOTE 2: Any records or reports made and retained as a result of an incident will need to be maintained for future reference and if required, for any legal matters. The advice of the Legal Adviser should be sought on the requirement to disclose related, information to authorities upon their request.

​

Replacements: Staff listed as having a function during a crisis are to have replacements nominated in the event of absences at the time of crisis. The stand-in list is to be maintained by the Chief Warden.

​

Reporting: All matters pertaining to the crisis will be passed through to the ECO. There will be no independent communication without the authority of the Chief Warden.

​

Recording: All messages and decisions during the implementation of this plan are to be recorded in detail.

Telephone Usage: Members of the Emergency Control Organisation are to use the mobile phones.

​

Time Zone: Time referred to in conversation or written reports are to be local 24-hour time.

​

Internal Security: Security Personnel are to be allocated, as necessary, for the protection of selected areas, sites, locations as nominated by the Chief Warden or designate.

​

Training: Training and general education in emergency management is to be conducted as directed by the Chief Warden and in accordance with the standard.

​

Code Words: The Emergency Control Organisation is to issue a list of code words for use during the crisis if considered necessary. A list of code words is to be compiled and distributed to Emergency Control Organisation members.  

​

Information: Details of this plan and information concerning a crisis are not to be communicated to anyone outside of the Emergency Control Organisation.

​

Identification of Wardens: Wardens will be issued with neon orange vests for ease of identification by other staff and emergency services.

​

Accounting for People

During the event, accounting for people will ensure there are no people left in the area, seats, toilets, rooms and other places people may hide for perceived safety. All wardens are to report the area is clear to the Area Warden and evacuate to the nominated staff area.

​

If people are unaccounted for the Chief Warden is to be advise the QFES.

​

​

 

 

 

RFID Wristbands

In 2023 the Gympie Music Muster will deploy an RFID cashless payment system to the event using NZ based company, AWOP.

​

The RFID wristbands will allow control of alcohol purchasing by the patron combined with ID checking. If a patron is under 18 years of age, they will receive a bright pink wristband with “Under 18” printed in white on the wristband with a block on the alcohol purchasing capability for that chip.  

​

Where a patron is displaying disruptive, disorderly or violent behaviour a security officer can 'yellow card' the patron’s wristband which immediately restricts an individual from purchasing alcohol from any bar at the event with their accredited wristband. The individual will also be unable to access a band replacement due to the identification process involved in replacing a 'lost band'.  

​

To remove the ‘yellow card’ the patron will be required to present themselves to the security checkpoint for assessment by authorised personnel before the alcohol purchasing capability for the chip is turned on.  

If an individual’s wristband is ‘yellow card’ more than once during the entire festival, the alcohol purchasing capability will not be reactivated.

​

RFID Terms and Conditions

  • Patrons must have their RFID wristbands scanned upon entry to the Muster to gain access. 

  • RFID wristbands must be worn at all times within the festival grounds and presented to staff upon request. 

  • Entry will be refused if a patron fails to present their RFID wristbands upon entry or request.

  • If a RFID wristband is lost, stolen or damaged, a $20 replacement fee will be charged to the patron.

  • RFID wristbands cannot be used by any other person other than the individual registered.

​

Prevent Intoxication

All patrons attending the Gympie Muster are here to enjoy themselves. It is our job to ensure they do so in a safe and responsible manner. We will achieve this by:

  1. All Volunteers will have RSA validation checked at induction on site.

  2. Not serving alcohol to patrons displaying intoxicated or disorderly behaviour.

  3. Actively promoting low or non-alcoholic beverages.

  4. Encouraging patrons to have non-alcoholic beverages between drinks.

  5. Ensuring food is available and encouraging patrons to eat.

  6. Ensuring plenty of water is available.

​

Prevention of Underage Drinking

The Muster has a statutory obligation not to serve or supply alcohol to persons under the age 18 and not to allow such persons on their licensed premises unsupervised. We do this by:

  1. By always having well trained bar staff and ongoing security presence in the bar areas.

  2. All having all under 18 RFID wristbands blocked from making an alcohol purchase.

  3. By enforcing the use and recognition of appropriate identification as a means of age control at the time of purchase.

  4. By enforcing patrons to be “interviewed” when recharging their RFID wristband, determining age and condition.

  5. If Security suspects that patrons are underage they will insist that they show reasonable documentary proof that they are aged 18 years or older.

  6. If a patron is unable to produce ID refuse service and explain politely, but firmly the licensing policy pertaining to the Muster and that it is against the law to serve alcohol to a person under the age of 18.

  7. Ensure that persons who are identified as being under 18 are accompanied by a responsible adult who is responsibly supervising the minor.

 

Dealing with Disruptive, Disorderly or Violent Behaviour

  1. Be courteous, but firm.

  2. Speak to patron away from crowd, if possible, to minimise confrontation, and explain that their behaviour is unacceptable.

  3. Call on patron’s friend to assist in calming situation.

  4. Refuse service and explain politely, but firmly the licensing policy pertaining to the Muster and that it is against the law to serve alcohol to an intoxicated person and that you could lose your job or be fined.

  5. If the patron refuses a request to leave the premises, Security will assess the situation and may consider physically removing the patron.

  6. A security office will attend the process of removing intoxicated/ disorderly patron/s.)

  7. When all the persons are effectively contained the security will guide the patrons outside the closest entry/ exit control point and remove wristband.

  8. Once removed from the licensed area, security patrolling the outer grounds will be notified so that they can monitor his or her progress.

  9. Should the situation warrant further action however, detain the person and contact Police to take appropriate action.

  10. A full record of any such event will be entered into the incident report book.

  11. If in doubt, call for supervisor to assist.

 

If a disorderly person refuses to leave the license premise, call for security.

​

Authority is given by the licensee (Liquor Permit) and delegate from Gympie Muster Ltd (Greg Cavanagh) for security staff and police to evict persons from the Muster site due to their inappropriate behaviours and as security and police see fit.

​

In general, Police have the authority as above to confiscate wrist bands to those persons acting inappropriate manner and those who may be required to be removed from site for the safety of others and good order.

                                                                      

IMPORTANT NOTE 

It is important to note that there is no power to physically detain a person for the presentation of a false identification. If they choose to depart the premises; allow them.

 

Incident Reporting

Any Incidents or Near Misses are to be reported to the Vollie Hub Coordinator

Waste Policy

As a Waste Wise Event, all staff must understand our waste policy to educate the public.

  1. Separate the rubbish.

  2. Cardboard must be flattened and put into cardboard skips.

  3. Cans and plastic bottles must be placed in appropriate bins.

  4. Glass is not allowed in the public area; if found, it needs to be recycled into glass bins.

Everyone must practise good hygiene top protect against, infection and prevent the spread of virus

Good Hygiene includes:

  • Covering your coughs and sneezes with your elboy or a tissue

  • Disposing of tissues properly

  • Washing your hands often with soap and water, including before and after eating  and after going to the toilet.

  • Using alcohol-based hand sanitisers

  • Cleaning and disinfecting surfaces

  • If you are sick, avoiding contact with others and staying more that 1.5 meters away from people

  • Cleaning and sanitising frequently used objects such as mobiles, two ways, keys and wallets.
